  • Cultural Naming Compliance Act No. 2025-3

    In order to preserve the cultural integrity and historical identity of the Democratic Republic of Qinda, this Act establishes restrictions on the registration and use of personal names that deviate from the recognised cultural traditions of Korea, China, and Japan, or that are derived from fictional characters, intentionally mimic the names of real-world famous individuals, or constitute non-existent or artificially constructed names.

    This Act shall apply retroactively to all citizens and residents of Qinda, ensuring uniformity in naming practices in accordance with national values.

    This Act reflects the commitment of the Democratic Republic of Qinda to uphold its cultural heritage and national identity, ensuring that personal names remain a reflection of the nation’s historical and linguistic traditions.

    Article 1: Prohibited Names

    A name shall be deemed non-compliant if it:

    • Does not originate from or conform to the linguistic, historical, or cultural traditions of Korea, China, or Japan;
    • Is directly derived from a fictional character in literature, media, or popular culture;
    • Is intentionally identical or substantially similar to the name of a real-world famous individual outside the cultural sphere of Korea, China, or Japan, unless such a name also independently exists within these cultural traditions;
    • Is artificially constructed or otherwise non-existent within the historical naming conventions of the aforementioned cultures.

    Article 2: Enforcement and Compliance

    All individuals bearing names in violation of this Act shall be notified by the Ministry of Internal Affairs and provided with a list of ten (10) compliant alternatives, curated from culturally appropriate naming conventions. The affected individual must, within a period of fourteen (14) days from notification, either select one of the provided alternatives or submit another name that complies with the provisions of this Act. Failure to comply shall result in the automatic assignment of a compliant name by the Ministry.

    Article 4: Retroactive Application

    This Act shall apply retroactively to all registered names within the Democratic Republic of Qinda, regardless of the date of registration.

    The Ministry of Internal Affairs shall conduct a review of existing names and initiate compliance procedures accordingly.

    Article 4: Interpretation and Discretion

    The Ministry of Culture and Tourism shall have broad discretionary authority in determining compliance with this Act, including but not limited to assessing whether a name aligns with the cultural traditions of Korea, China, or Japan.

    Given the impracticality of maintaining exhaustive lists of permissible names, determinations shall be made on a case-by-case basis, with due consideration given to historical naming practices and linguistic authenticity.

    Article 5: Penalties

    Any attempt to circumvent this Act through deliberate misrepresentation or refusal to comply with renaming procedures shall result in administrative penalties, including but not limited to fines and restrictions on access to public services until compliance is achieved.

    Article 6: Implementation

    This Act shall take effect immediately upon passage, with the Ministry of Internal Affairs and the Ministry of Culture and Tourism authorised to issue supplementary regulations as necessary to ensure its enforcement.

    Acquisition of Citizenship

    Citizenship by descent

    Any person born in a family with at least one parent being a citizen of the Democratic Republic of Qinda shall be a citizen of the Democratic Republic of Qinda

    Citizenship by naturalisation

    A naturalisation certificate may be awarded to any person is they can prove to be a part of the multinational people of Democratic Republic of Qinda in a sense of culture and tradition.

    A person to whom a certificate of naturalisation is granted, upon taking the oath of allegiance as described below, shall be the citizen of the Democratic Republic of Qinda.

    “I, (last name, first name) do solemnly swear that I will bear true faith and allegiance to the Constitution of the Democratic Republic of Qinda as by law established, and that I will faithfully observe the laws of the Democratic Republic of Qinda and fulfil my duties as a citizen of the Democratic Republic of Qinda.”

    Termination of Citizenship

    Renunciation of citizenship

    If a person makes a declaration renouncing their citizenship of the Democratic Republic of Qinda, the declaration shall be registered by an authorised authority; and, upon such registration, that person shall cease to be a citizen of the Democratic Republic of Qinda.

    Deprivation of citizenship

    A citizen of the Democratic Republic of Qinda, shall cease to be a citizen of the Democratic Republic of Qinda if:

    • the registration or certificate of naturalisation was obtained by means of fraud, false representation or the concealment of any fact; or
    • that citizen has shown themselves by act or speech to be disloyal towards the Constitution of the Democratic Republic of Qinda; or
    • that citizen has, during any war in which the Democratic Republic of Qinda may be engaged, unlawfully traded or communicated with an enemy or been engaged in, or associated with, any business that was to his knowledge carried on in such manner as to assist an enemy in that war.
  • Residence Act No. 2025-1

    Resident

    Any person that wishes to reside on the territory of the Democratic Republic of Qinda with the purpose of pursuing education or working in a company or firm registered in the Democratic Republic of Qinda for an extender period of time, naturalisation, or permanent residence may be registered as a resident of the Democratic Republic of Qinda.

    Residents of the Democratic Republic of Qinda shall be subject to the Constitution and laws of the Democratic Republic of Qinda, even when residing outside the Democratic Republic of Qinda. 

    Residents of the Democratic Republic of Qinda are free to live, work, study and engage in economic activities on the same rights as citizens of the Democratic Republic of Qinda.  

    Residents of the Democratic Republic of Qinda are free to enter the territory of the Democratic Republic of Qinda at any time without a visa, provided they are able to confirm their status as the resident of the Democratic Republic of Qinda.

    Residents of the Democratic Republic of Qinda cannot vote or be elected during elections and referendums, nor can they work for or be a part of the government of the Democratic Republic of Qinda.

    Acquisition of the status of Resident

    Temporal Resident

    In order to prove their intention of becoming a temporal resident of the Democratic Republic of Qinda, a person shall present to an authorised authority:

    • a notarised letter of acceptance to or a student certificate of a university or any other education institution for full-time study; or
    • a notarised invitation to work full-time for a company or firm registered in the Democratic Republic of Qinda; or
    • a signed confirmation of a person’s intention to naturalise.

    A temporal resident status shall be expired in 1 year, but may be extended by resubmitting any of the aforementioned documents to an authorised authority.

    Permanent Resident

    In order to apply for a status of a permanent resident, a person shall present any document that confirms previous statuses of Residence of the Democratic Republic of Qinda, for at least the last 3 years, to an authorised authority.

    Termination of the status of Resident

    Expiration of the status of Resident

    If 1 year has passed since a person has been granted the status of resident of the Democratic Republic of Qinda, and they did not or were not able to extend it in the aforementioned prescribed order, they shall cease to be resident of the Democratic Republic of Qinda.

    Renunciation of the status of Resident

    If a person makes a declaration renouncing their status of resident of the Democratic Republic of Qinda, the declaration shall be registered by an authorised authority; and, upon such registration, that person shall cease to be a resident of the Democratic Republic of Qinda.

    Deprivation of the status of Resident

    A resident of the Democratic Republic of Qinda shall cease to be and from now on shall never be a resident of the Democratic Republic of Qinda if:

    • the registration or any of the documents that were presented in order to become resident of the Democratic Republic of Qinda were obtained by means of fraud, false representation or the concealment of any fact; or
    • that resident has shown themselves by act or speech to be disloyal towards the Constitution of the Democratic Republic of Qinda; or
    • that resident was found to act in the interest of any foreign power.
