WHEREAS the prosperity of the Democratic Republic of Qinda depends on the intellectual vigour and operational efficiency of its government;
WHEREAS the current Cabinet has demonstrated systemic inertia, necessitating urgent corrective action;
WHEREAS Article 13 Section 4 of the Constitution empowers the Prime Minister to issue directives for the effective administration of the state;
NOW, THEREFORE, I, Kim Jae-hyun, Prime Minister of the Democratic Republic of Qinda, hereby order the following:
Article 1: Ministry Classification
- To acknowledge that certain ministries operate primarily in digital or advisory capacities due to the virtual nature of our nation;
- To recognise that while such ministries do not engage in direct governance, they provide essential auxiliary functions;
- To designate ministries with limited operational scope as “Auxiliary Ministries” and those with direct administrative responsibilities as “Executive Ministries”;
- To presume all existing ministries hold “Executive Ministry” status unless otherwise reclassified;
- To prioritise resource allocation toward “Executive Ministries” while maintaining necessary support for “Auxiliary Ministries”.
Article 2: Cabinet Restructuring
- To dissolve the Ministry of Digitalisation, as its functions are duplicative of those performed by the Ministry of Internal Affairs;
- To provisionally dissolve the Ministry of Justice to mitigate bureaucratic inefficiencies between the executive and judicial branches;
- To provisionally dissolve the Ministry of Health and Sport, given its limited relevance in the current governance framework;
- To mandate the National Assembly to reinstate any provisionally dissolved ministry should exigent circumstances arise;
- To consolidate the Ministry of Infrastructure and Transport and the Ministry of Agriculture and Industry into a singular Ministry of Development;
- To designate the Ministry of Defence, Ministry of Development and Ministry of Science and Education as an “Auxiliary Ministry”.
Article 3: Cabinet Personnel Adjustments
- To appoint Tanaka Ryuzo as Minister of the Ministry of Development;
- To remove Seong Jin-woo from his positions as Minister of the Ministry of Defence and Ministry of Finance;
- To appoint Nomura Satoru as Minister of the Ministry of Finance;
- To appoint Oda Michiko as Minister of the Ministry of Defence.
Article 4: Ministerial Accountability and Reporting
- To require all ministries to submit monthly activity reports detailing their contributions to national welfare;
- To establish a minimum threshold of four reports per month to maintain full budgetary allocations and ministerial salaries;
- To calculate ministerial salaries proportionally based on report submission compliance;
- To authorise the Prime Minister to impose sanctions—including salary reductions, budgetary penalties, public censure, or dismissal—upon ministers who fail to submit a single report within a month.
This Order shall take immediate effect upon issuance.
